Curriculum Vitae

Giampaolo Arachi is full professor of Public finance at University of Salento. He graduated cum laude in Economics and Social Sciences at Università Bocconi (Italy) in 1991. He subsequently received his M.Phil. in economics from the University of Oxford in 1994 and his Doctoral Degree in Public Finance from the University of Pavia in 1995.
Prior to coming to Lecce in 2001 he was assistant professor in Università Bocconi from 1994.
He is member of the research center Dondena - Università Bocconi, member of the Board of management of the Italian Society of Public Economics (SIEP) and President of the Commissione tecnica per i fabbisogni standard.
His main research interests are optimal taxation theory, the theoretical and empirical analysis of tax competition and fiscal federalism and the effects of taxes on capital and corporate income.

The aim of the course is to give students a comprehensive view of the effect of taxes on entrepreneurship, investment and growth. Taxes will be studied from two different perspectives: from the Treasury’s perspective, which aims at collecting revenue in an efficient and equitable way, and from the taxpayer’s perspective, which tries to minimize the burden of taxes.

Principles of economics

This course aims at introducing the students with the main regulatory and taxation issues relate to the digital economy. A central question throughout the different topics will be whether business practices and contracts in a “digital economy” may depart from efficient behavior, and in which cases they may be beneficial or detrimental to society. Real cases which are specific to digital markets will also be analyzed.

Globalisation and digitalisation, together with concerns over corporate tax avoidance, have sparked an international debate about whether tax rules are fit for purpose. The issue of taxing the digital economy figures ever more prominently on policy agendas around the world, while the OECD is striving to reach international consensus on the matter. This course will introduce to the the key points in the debate and analyse the principles for effective and efficient taxation in the digital age.

Conoscenze base di microeconomia

Il corso analizza l’intervento dello Stato nelle economie industrializzate soffermandosi in particolare sulle politiche che riguardano i mercati finanziari e assicurativi. Gli effetti dell’intervento statale saranno studiati da una duplice prospettiva: quella dell’operatore pubblico, che si pone il problema di disegnare politiche efficienti ed eque, e quella del contribuente/utente dei servizi che modifica il proprio comportamento per trarre il massimo beneficio dai programmi di spesa e ridurre al minimo l’onere della regolamentazione  e delle imposte.

L’analisi avrà come riferimento principale la realtà istituzionale italiana, anche se verrà dedicata ampia attenzione ai confronti internazionali con i principali paesi industrializzati, ed ai problemi di coordinamento fiscale in ambito europeo.

Il corso fornisce gli strumenti per comprendere le ragioni dell’intervento dello Stato e per valutare le modalità regolamentazione dei mercati e di produzione e finanziamento di beni e servizi sia dal punto di vista dell'efficienza che da quello dell'equità. Gli studenti saranno in grado di valutare gli effetti dell’intervento pubblico su consumatori, lavoratori ed imprese e di formulare strategie ottimali per trarre il massimo beneficio dalla spesa pubblica e ridurre al minimo l’onere della regolamentazione e delle imposte. Saranno inoltre in grado di comprendere e discutere i problemi strutturali e congiunturali della finanza pubblica nelle economie contemporanee.

Lezioni frontali ed esercitazioni

L’esame consiste di una prova scritta che si compone di sei domande. Ogni domanda vale 5,5 punti.

Gli studenti hanno la possibilità di sostenere una prova intermedia il 6 di novembre 2019. La prova intermedia sarà composta da tre domande. Gli studenti potranno completare l’esame rispondendo alle ultime tre domande durante uno solo (a scelta) degli appelli della sessione gennaio-febbraio. Il voto complessivo sarà dato dalla somma dei voti riportati nelle due prove parziali. Non è richiesto un voto minimo nella prova intermedia.

 

Durante le lezioni verranno somministrati dei brevi test facoltativi con domande a scelta multipla. Gli studenti interessati potranno anche svolgere dei lavori di gruppo facoltativi. Il punteggio ottenuto nei test e nei lavori di gruppo si sommerà al voto finale dell’esame se sostenuto in uno degli appelli della sessione gennaio-febbraio.

 

La lode si consegue quando la somma dei voti riportati nelle due prove parziali o in una prova scritta sia superiore a 31 oppure con un punteggio complessivo (somma dei voti delle prove scritte, dei test e dei lavori di gruppo) superiore a 33.

Non sono previste modalità d'esame distinte per i non frequentanti.

Conoscenze base di microeconomia

Il corso analizza l’intervento dello Stato nelle economie industrializzate soffermandosi in particolare sulle politiche che riguardano i mercati finanziari e assicurativi. Gli effetti dell’intervento statale saranno studiati da una duplice prospettiva: quella dell’operatore pubblico, che si pone il problema di disegnare politiche efficienti ed eque, e quella del contribuente/utente dei servizi che modifica il proprio comportamento per trarre il massimo beneficio dai programmi di spesa e ridurre al minimo l’onere della regolamentazione  e delle imposte.

L’analisi avrà come riferimento principale la realtà istituzionale italiana, anche se verrà dedicata ampia attenzione ai confronti internazionali con i principali paesi industrializzati, ed ai problemi di coordinamento fiscale in ambito europeo.

Il corso fornisce gli strumenti per comprendere le ragioni dell’intervento dello Stato e per valutare le modalità regolamentazione dei mercati e di produzione e finanziamento di beni e servizi sia dal punto di vista dell'efficienza che da quello dell'equità. Gli studenti saranno in grado di valutare gli effetti dell’intervento pubblico su consumatori, lavoratori ed imprese e di formulare strategie ottimali per trarre il massimo beneficio dalla spesa pubblica e ridurre al minimo l’onere della regolamentazione e delle imposte. Saranno inoltre in grado di comprendere e discutere i problemi strutturali e congiunturali della finanza pubblica nelle economie contemporanee.

Lezioni frontali ed esercitazioni

L’esame consiste di una prova scritta che si compone di sei domande. Ogni domanda vale 5,5 punti.

Le domande possono prevedere risposte aperte  sulle tematiche oggetto dell'insegnamento, lo svolgimento di esercizi attraverso l'applicazione dei costrutti teorici analizzati a lezione e infine quesiti a risposta multipla. Le domande mireranno ad accertare la conoscenza degli argomenti del  programma e trattati a lezione, la capacità di riorganizzare criticamente i contenuti della disciplina, anche attraverso collegamenti tra gli stessi e la capacità di applicare i concetti teorici per i interpretare i dati relativi alla finanza pubblica e per valutare motivazioni ed effetti delle politiche pubbliche. 

Degli esempi di domande d'esame verranno presentati e risolti durante del esercitazioni e resi disponibili attraverso il sito formazioneonline.unisalento.it.

Gli studenti hanno la possibilità di sostenere una prova intermedia nell’appello di  novembre. La prova intermedia sarà composta da tre domande. Gli studenti potranno completare l’esame rispondendo alle ultime tre domande durante uno solo (a scelta) degli appelli della sessione gennaio-febbraio. Il voto complessivo sarà dato dalla somma dei voti riportati nelle due prove parziali. Non è richiesto un voto minimo nella prova intermedia.

Durante le lezioni verranno somministrati dei brevi test facoltativi con domande a scelta multipla. Gli studenti interessati potranno anche svolgere dei lavori di gruppo facoltativi. Il punteggio ottenuto nei test e nei lavori di gruppo si sommerà al voto finale dell’esame se sostenuto in uno degli appelli della sessione gennaio-febbraio.

La lode si consegue con un punteggio complessivo (somma dei voti delle prove scritte, dei test e dei lavori di gruppo) superiore a 31.
